2025 Rate Increase Effective April Usage

We understand that rate increases are challenging and want to keep you informed.
Rates pay for the cost of delivering water to your home. The rising cost of water is driven by the need to maintain and replace existing infrastructure, increased costs for water treatment processes to meet stricter quality standards, rising operational costs, and the need to invest in new water sources to meet growing demands. Manville is legally bound to serve all existing and future customers within its service area (CCN). Chapter 13 of the Texas Water Code requires a CCN holder to provide continuous and adequate service to the area within its CCN boundary.
Manville has several critical projects underway that are necessary for improving and maintaining our current system infrastructure while expanding capacity to meet growth. These projects will improve our system's water quality, resiliency and allow us to have sufficient water and storage for system redundancy.
NewGen Strategies and Solutions, our independent rate consultant, has worked closely with Manville over the past several years and recently completed an up-to-date comprehensive rate analysis and 5-year forecast. The purpose of this study is to establish water rates that will ensure the financial integrity of the Corporation, allowing Manville to maintain its Debt Service Coverage Ratio and meet other criteria required by its lender. Manville’s Board of Directors during the meeting held on January 23, 2025, approved the rate increase as recommended.
